Training
Following his well-received keynote presentation at the 2026 FBINAA Eastern Pennsylvania Conference, LTC Andrew Farina has been invited back to present on the psychology of taking a life and its lasting effects, comparing military combat experiences with law enforcement officer-involved shootings.
LTC Andrew Farina is an assistant professor and director of the Management Program in the Department of Behavioral Science & Leadership at the United States Military Academy at West Point. A 2001 USMA graduate and Infantry officer, he has served with the 82nd Airborne Division, the 75th Ranger Regiment, the 25th Infantry Division, and the Joint Special Operations Command, leading soldiers through multiple combat deployments in Afghanistan and Iraq. He holds an Executive MBA from the University of North Carolina’s Kenan-Flagler Business School and a doctorate from Tufts University, where his research focused on risk, experience, and goal-directed behavior.

Morning Training

Brigadier General Dror Avda serves as the Police and National Security Ministry Attaché and Liaison Officer to the United States and Canada, a position he has held since August 2022. In this role, he leads efforts to strengthen law enforcement cooperation and strategic partnerships between Israel, the United States, and Canada.
A senior commander in the Israel National Police, Brigadier General Avda has held numerous leadership roles, including Commander of the Central District Major Crime Units, Commander of the Shai District, and Deputy Commander of Israel’s elite National Counter-Terror Unit (YAMAM). His career has placed him at the forefront of counter-terrorism operations, organized crime investigations, and high-risk crisis response. He holds a Bachelor’s degree in Middle East Studies and a Master’s degree in Legal Studies.
In this presentation, Brigadier General Avda will address the tragic events of October 7, when Israel faced a massive, coordinated attack involving thousands of rockets and terrorist infiltrations. He will examine the Israeli Police response to an unprecedented high-casualty event, including managing multiple crime scenes under fire, confronting explosive threats, identifying victims, and providing immediate civilian assistance. The presentation will also highlight key lessons learned and how they are shaping future preparedness and response strategies. Please note: the presentation includes graphic images and videos.
