Morning Training
Brigadier General Dror Avda serves as the Police and National Security Ministry Attaché and Liaison Officer to the United States and Canada, a position he has held since August 2022. In this role, he leads efforts to strengthen law enforcement cooperation and strategic partnerships between Israel, the United States, and Canada.
A senior commander in the Israel National Police, Brigadier General Avda has held numerous leadership roles, including Commander of the Central District Major Crime Units, Commander of the Shai District, and Deputy Commander of Israel’s elite National Counter-Terror Unit (YAMAM). His career has placed him at the forefront of counter-terrorism operations, organized crime investigations, and high-risk crisis response. He holds a Bachelor’s degree in Middle East Studies and a Master’s degree in Legal Studies.
In this presentation, Brigadier General Avda will address the tragic events of October 7, when Israel faced a massive, coordinated attack involving thousands of rockets and terrorist infiltrations. He will examine the Israeli Police response to an unprecedented high-casualty event, including managing multiple crime scenes under fire, confronting explosive threats, identifying victims, and providing immediate civilian assistance. The presentation will also highlight key lessons learned and how they are shaping future preparedness and response strategies. Please note: the presentation includes graphic images and videos.

The Executive Board of the FBI National Academy Associates, Eastern PA Chapter is honored to invite you to attend the 2026 Chapter Conference from May 17th – 19th, 2026 at the Hershey Lodge, Hershey PA.

TRAINING TOPICS AND SPEAKERS
Imran Ali is a nationally recognized trial attorney and law enforcement trainer with extensive experience in high liability incidents. He was lead prosecutor in the Kim Potter case and made national headlines after resigning over concerns about prosecutorial independence. In this unfiltered and powerful session, Ali examines the events surrounding the death of George Floyd and other critical incidents that have reshaped use-of-force policy and courtroom expectations. Using real body-worn camera footage, he explores key topics such as de-escalation, duty to intercede, and medical aid obligations.
SAC George Piro, Retired FBI-Miami Field Office George began his career in the U.S. Air Force before joining law enforcement in 1989 and becoming a criminal investigator in 1997. He joined the FBI as a Special Agent in 1999 and, within four years, was selected for the elite Counterterrorism Rapid Deployment Team. In 2004, he led FBI interrogation efforts of Saddam Hussein—the first time the Bureau interrogated a head of state in their own country.
George went on to serve as supervisor of the Washington D.C. Joint Terrorism Task Force, Assistant Special Agent in Charge of the International Terrorism Branch, Deputy Assistant Director of the Weapons of Mass Destruction Directorate, and Director of the High-Value Detainee Interrogation Group.
In 2014, he became the Special Agent in Charge of the FBI’s Miami Field Office, overseeing more than 900 personnel and managing counterterrorism, criminal, cyber, and counterintelligence programs across the U.S., Central and South America, and the Caribbean.

The cost for the 3-day training is $350.00, and $50.00 for spouses or significant others. All attendee registrations include a conference gift, the banquet dinner on Sunday night, breakfast buffet on Monday and Tuesday, and lunch on Monday.
